Creates the Arkansas Unborn Child Protection Act (Subchapter 4 of Arkansas Code Title 5, Chapter 61) to abolish abortion in Arkansas except when necessary to save the life of a pregnant woman in a medical emergency.

Defines "unborn child" as an individual organism of the species Homo sapiens from fertilization until live birth and "abortion" as any act using instruments, medicines, drugs, or other means to terminate pregnancy with knowledge it will cause the death of the unborn child.

Prohibits purposely performing or attempting to perform an abortion except to save a pregnant woman's life in a medical emergency, with penalties of an unclassified felony, a fine up to $100,000, and/or imprisonment up to 10 years.

Exempts women from criminal charges related to the death of their own unborn child and permits use of contraceptives administered before pregnancy can be detected through conventional medical testing.

Includes an affirmative defense for licensed physicians whose medical treatment of a pregnant woman results in accidental or unintentional physical injury or death to the unborn child.
