Removes the requirement that vision screenings begin with the 2006-2007 school year, making the mandate apply to all children in prekindergarten, kindergarten, grades 1, 2, 4, 6, and 8, plus all transfer students.

Delegates authority to the Division of Elementary and Secondary Education, in conjunction with the Arkansas Commission on Eye and Vision Care of School-Age Children, to adopt rules establishing the tests, procedures, equipment, and instruments for vision screenings.

Specifies that vision screenings must include observation and external eye inspection, distance visual acuity tests using Snellen charts, plus lens visual acuity tests, and visual screening instrument tests measuring muscle balance, binocularity, and color perception.
