Establishes "Wendelyn's Craniofacial Law — Craniofacial Coverage" as the official name for Arkansas Code Title 23, Chapter 79, Subchapter 15 governing craniofacial anomaly coverage.

Expands the definition of "craniofacial anomaly" to include abnormal development of the skull and face, and clarifies that "reconstructive surgery" includes procedures to alter the form and function of the skull and face.

Requires health benefit plans to cover reconstructive surgery, dental care, vision care including sclera contact lenses, and hearing aids/molds, with services authorized by a surgical member of a nationally approved cleft-craniofacial team of the American Cleft Palate-Craniofacial Association.

Mandates plan administrators review authorization requests within two working days for non-urgent cases and within 24 hours for urgent cases, and allows out-of-state craniofacial teams to provide services without out-of-network penalties.

Declares an emergency due to Arkansas's limited number of approved craniofacial specialists, making the law effective immediately upon gubernatorial approval or other specified dates.
