Requires healthcare insurers to cooperate in good faith with temporary hospital facilities by timely offering healthcare contracts with standard and reasonable terms, conditions, and reimbursement rates, with contracts effective as of the facility's hospital licensing date.

Exempts temporary hospital facility contract requests from standard response time requirements under § 23-99-411.

Prohibits healthcare insurers from delaying ambulatory surgery center contracts if a temporary hospital facility converts back, with the contract effective date matching the conversion date.

Extends the law's applicability to future public health emergencies if Centers for Medicare & Medicaid Services and the Department of Health implement similar programs, with violations treated as breaches of § 23-99-804 and the Healthcare Contracting Simplification Act.
