Creates the Arkansas Broadband Technology Act as a new subchapter (26-52-1701 through 26-52-1704) in Arkansas Code Title 26, Chapter 52

Exempts gross receipts and proceeds from the purchase of broadband equipment from sales tax and compensating use tax when the equipment provides high-speed internet access to customers in rural areas

Defines "broadband equipment" as infrastructure and facilities designed to provide high-speed, high-capacity transmission over electric lines, communication lines, antennas, or wirelessly

Defines "rural area" as unincorporated parts of Arkansas counties or municipalities with a population of less than 2,500 people according to the most recent federal decennial census

Becomes effective on the first day of the second calendar month following the enactment date, with the Department of Finance and Administration directed to promulgate implementation rules
