Repeals Arkansas Code § 2-33-115, eliminating the $2.00 per head fee on horses sold in the state and the 4.5% surcharge on fair admissions that previously funded livestock and poultry programs.

Establishes a fair-funding program within the Department of Agriculture to provide funding assistance to junior livestock shows, county fairs, district fairs, and the Arkansas State Fair and Livestock Show based on historical average funding levels.

Requires fair-funding recipients to maintain expenditure records, submit annual financial reports to the department and Arkansas Legislative Audit by year-end, and provide proof of yearly continuing education or face funding decreases.

Repeals multiple sections of existing law (§§ 2-36-102, 2-36-103, and Subchapter 2 of Chapter 36) that previously governed fair grading, premium fund distribution, bonding requirements, and audit procedures.

Creates the "Agri Fair Fund" consisting of general revenues for agriculture show premiums, county fair improvement grants, and community improvement grants, to be used by the Department of Agriculture for fair-funding assistance and departmental operating expenses.
