Adds Arkansas Code § 14-1-104 defining "auxiliary container" as bags, cups, packages, containers, bottles, or similar packaging made of cloth, paper, plastic, cardboard, aluminum, glass, or recycled material used for consumption, transportation, or protection of merchandise, food, or beverages at food service, manufacturing, distribution, processing, or retail facilities.

Prohibits municipalities and counties from restricting, taxing, prohibiting, or otherwise regulating the use, disposition, or sale of auxiliary containers.

Allows municipalities and counties to operate recycling programs, composting programs, and solid waste disposal programs, and to regulate auxiliary container use on property owned by the municipality or county.

Preserves the authority of municipalities and counties to restrict glass containers based on public safety concerns and to enforce littering ordinances that comply with the bill's restrictions.

Does not affect existing general state or local sales and use tax laws.
