Amends school board member terms to be arranged in four-year cycles so an equal number of positions are filled in each school board election, rather than annually.

Allows school district boards elected entirely in the same election to hold elections on the date of either the preferential primary election or the general election.

Requires members elected in the same election to initially draw lots for two-year or four-year terms to ensure equal distribution of positions across subsequent school board elections.

Modifies requirements for school districts with 10% or greater minority population to allow board members to serve either four-year or five-year terms instead of only five-year terms.

Permits school district boards not elected entirely in the same election to hold elections on the date of the preferential primary election, general election, or annual school election.
