Defines "electioneering" as the display or audible dissemination of information advocating for or against candidates, issues, or ballot measures, including distributing campaign literature, displaying candidate names or logos, and disseminating buttons, signs, or stickers.

Requires county boards of election commissioners to ensure all agreements with private property owners for polling sites are consistent across the county.

Allows private property owners to restrict electioneering on designated polling sites to areas outside buildings where voting occurs and outside 100 feet of the primary voter entrance, except private owners cannot restrict activities that would create permanent property damage like using concrete or paint.

Prohibits restricting electioneering at public buildings used as polling sites, except in voting buildings, within 100 feet of the primary voter entrance, and around persons standing in line to vote.

Applies electioneering restrictions on election day and any day early voting is allowed.
