Creates the "Climate Regulatory Arkansas Plumbing Act" as a new subchapter in Arkansas Code Title 8, Chapter 10 to regulate outhouses in the state.

Requires the Division of Environmental Quality to certify "Climate Regulatory Arkansas Plumbing plumber inspectors" with a minimum of one week of relevant experience in any state.

Mandates quarterly inspections of all outhouses by certified inspectors, Division of Environmental Quality inspectors, and Department of Health inspectors to ensure compliance with standards preventing greenhouse gas emissions.

Establishes the Climate Regulatory Arkansas Plumbing Oversight Committee composed of the Governor, Speaker of the House, President Pro Tempore of the Senate, and their successors to monitor inspections, track emissions, and report annually to the Legislative Council.

Declares an emergency effective upon Governor approval, citing the need for additional outhouses for the annual Outhouse Races held in October during the Bean Festival in Mountain View, Arkansas, with the note "HAPPY APRIL FOOLS' DAY!"
