Establishes a matching grant program where the Department of Veterans Affairs provides $1.00 in state funds for every $2.00 of county funds spent on county veterans' service officer salaries and expenses.

Sets a baseline financial assistance cap of $3,600 per fiscal year for counties, with an increase to $4,800 per year for counties with veteran populations exceeding 2,500 veterans.

Authorizes additional incentive payments of $500 per quarter for counties whose veterans' service officers obtain or maintain accreditation from the United States Department of Veterans Affairs.

Authorizes additional incentive payments of $500 per quarter for counties whose veterans' service officers obtain or maintain access to and proficiency in the Veterans Benefits Management System.

Requires county veterans' service officers to meet training, testing, and work hour qualifications prescribed by the Department of Veterans Affairs, with the Department responsible for their supervision, training, and testing.
