Creates the Electric Vehicle Infrastructure Grant Program within the Department of Energy and Environment, administered by the Secretary, to award grants to public or private entities for construction, installation, and deployment of Level 2 and Level 3 electric vehicle charging facilities.

Establishes the Electric Vehicle Infrastructure Fund as a miscellaneous state fund to be used by the Secretary of the Department of Energy and Environment, consisting of general revenues, private grants, and other designated sources.

Declares an emergency due to forthcoming federal funding for electric vehicle infrastructure, stating the program and fund are vital for Arkansas to immediately compete for and utilize federal funding to expand EV charging infrastructure and create jobs.

Becomes effective upon Governor approval, expiration of the veto period without action, or if a gubernatorial veto is overridden by the legislature.
