• Establishes a new unified framework for special election dates by creating Arkansas Code § 7-11-304, requiring special elections to be held on the third Tuesday in May or the Tuesday after the first Monday in November unless held concurrently with a primary or general election.

• Requires that proclamations, ordinances, or resolutions calling for special elections be filed at least 75 days before the election date to provide adequate notice and planning time.

• Allows emergency special elections on dates other than those specified when substantial changes in law interpretation, natural disasters, or imminent dangers to public health and safety occur that would cause undue hardship if delayed.

• Modifies special election procedures across 40+ Arkansas Code sections relating to school districts, community colleges, cities, towns, counties, and various taxing districts to align with the new centralized special election date requirements under § 7-11-304.

• Exempts certain elections from the new framework, including special elections to fill vacancies in office, runoff elections, local option elections, and elections otherwise provided for by the Arkansas Constitution.
