Amends Arkansas Code § 14-166-202(a)(3) to specify that the Northeast Arkansas Economic Development District, Inc. shall be operated by and under the Delta Center for Economic Development of Arkansas State University

The Northeast Arkansas Economic Development District consists of 12 counties: Randolph, Clay, Lawrence, Greene, Craighead, Mississippi, Poinsett, Cross, Crittenden, St. Francis, Lee, and Phillips

Amends Arkansas Code § 14-166-203(c)(1) to add language "Except as otherwise provided in this subchapter" to establish exceptions to the general rule that district operations are solely within the discretion of local governing boards

Preserves the principle that local governing boards retain discretion and control over district operations without state agency power or authority over management and operations
