Establishes the ASPIRE Scholarship Program administered by the Arkansas State University System Foundation, Inc., providing last-dollar scholarships to Crittenden County high school graduates enrolled at Arkansas State University or Arkansas State University Mid-South who have exhausted other financial aid sources.

Redirects casino gaming revenues previously designated for greyhound racing to educational and agricultural purposes beginning January 1, 2023, when live greyhound racing ceases in Arkansas.

Requires casinos to distribute 14% of greyhound racing purse funds as follows: $750,000 to the Breast Milk Bank Special Fund, $250,000 to the Division of Elementary and Secondary Education, and remaining funds to the ASU System Foundation for ASPIRE scholarships and endowed chairs of excellence.

Allocates 40% of net casino gaming receipts tax revenues for one calendar year (2023) to provide $5,000,000 to the University of Arkansas Division of Agriculture for rice research, with remaining funds distributed to active greyhound breeders in Arkansas.

Requires Greyhound Breeders of Arkansas, Inc. to submit a distribution plan to the Arkansas Racing Commission by September 30, 2021, detailing how remaining revenues will be allocated to active members.
