Establishes maximum of 924 regular employees for Department of Commerce - Division of Workforce Services for fiscal year 2021-2022, with salary schedule ranges from GS01 to SE03 grades

Appropriates $76,994,702 for operations including $35,652,450 for regular salaries, $3,800,000 for extra help, $13,441,071 for personal services matching, and $1,060,000 for overtime

Appropriates $5,028,150,001 from cash funds for unemployment benefits and expenses, including $3,000,000,000 for federally paid benefits and $2,000,000,000 for taxable employer benefits

Appropriates additional funds for workforce development programs including $40,000,000 for Workforce Innovation and Opportunity Act, $3,256,577 for training, $39,947,372 for TANF programs, and various adult education initiatives totaling over $33 million

Effective July 1, 2021, with emergency clause provisions allowing fund transfers between appropriations with Chief Fiscal Officer approval, subject to legislative oversight requirements
