Establishes civil action rights for "vulnerable victims" (minors under 18 or disabled persons) who experienced sexual abuse, defined to include rape, sexual assault, child exploitation, and related offenses.

Allows vulnerable victims to file civil lawsuits against perpetrators before reaching age 55, with no statute of limitations restrictions applying to these cases.

Revives previously barred or dismissed civil actions related to sexual abuse, allowing them to be filed between 6 and 30 months after the act's effective date.

Permits courts to award actual damages, compensatory damages, punitive damages, injunctive relief, or other appropriate relief in civil actions under this section.

Exempts claims already litigated to finality on the merits in any court before the act's effective date from the revival provision.
