Amends Arkansas Code § 20-78-214 to require the Division of Child Care and Early Childhood Education to provide childcare facility licensees an opportunity to request witness interviews, submit evidence, and respond in writing to allegations before concluding investigations.

Prohibits the division from publishing investigation determinations on its website until the childcare facility receives written notice of its rights, fails to respond within 30 days, fails to provide requested information within 30 days, or waives the right to respond.

Creates Arkansas Code § 20-78-229 to allow childcare facilities to submit playground diagrams instead of satellite photos, provided the diagram identifies the perimeter with measurements and all playground equipment.

Eliminates the requirement for childcare facilities to obtain division approval before changing play area boundaries and playground equipment.

Creates Arkansas Code § 20-78-230 to exempt infants and toddlers unable to stand independently and reach a sink from handwashing requirements, allowing them to use sanitary hand wipes or hand sanitizer instead.
