Establishes minimum filing fees for candidates seeking nomination in political party primary elections for state and federal offices in Arkansas.

Sets minimum filing fees of $12,000 for United States Senator and Governor; $10,000 for United States Representative; $7,500 for Lieutenant Governor and Attorney General; and $6,000 for Secretary of State, Commissioner of State Lands, Treasurer of State, and Auditor of State.

Sets minimum filing fees of $4,500 for State Senate members and $3,000 for State House of Representatives members.

Allows county committees to set filing fees for county, municipal, and township offices within parameters authorized by the state executive committee.

Requires candidates to file party pledges, affidavits of eligibility, and pay filing fees by noon on the last day of the political party filing period; candidates failing to do so are ineligible for a party certificate and cannot appear on the primary election ballot.
