Amends Arkansas Code § 16-90-1405(b) to establish eligibility requirements for sealing misdemeanor records related to driving or boating while intoxicated under § 5-65-103.

Requires persons convicted of driving or boating while intoxicated to wait until applicable lookback periods under § 5-65-111 have elapsed before filing a new petition to seal the record.

Maintains existing restrictions on filing new petitions for other serious misdemeanors including negligent homicide, battery in the third degree, indecent exposure, public sexual indecency, sexual assault in the fourth degree, and domestic battering in the third degree, with a 5-year waiting period after sentence completion.

Preserves existing restrictions preventing new petitions within 1 year of a denial order, 90 days from any denial order, while an appeal is pending, or for commercial driver license holders with traffic offense violations.
