Establishes a maximum of 32 regular employees for the Assessment Coordination Division, including 1 ACD Director, 1 Information Systems Analyst, 1 Attorney Specialist, 1 Tax Auditor Supervisor, 4 Division Administrators, 4 Property Assessment Coordinators, and other support staff.

Appropriates $3,360,125 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $1,637,065 in regular salaries, $563,451 in personal services matching, $622,240 in operating expenses, $49,869 in conference and travel, and $325,000 for Assessor's School.

Appropriates $55,000 from the state cash fund and $60,000 from the County Assessors' Continuing Education Trust Fund for maintenance, operations, conferences, and professional fees.

Appropriates $15,750,000 from the Arkansas Real Property Reappraisal Fund to pay counties and professional reappraisal companies for real property reappraisals, with a maximum single fiscal year transfer limit of $14,250,000 from other state funds.

Authorizes funding for county reappraisals up to a maximum of $7 per parcel per year and permits the division director to transfer funds between line items with Chief Fiscal Officer approval for staffing and operational needs.
