Repeals Arkansas Code § 6-15-1601, abolishing the Commission on Closing the Achievement Gap in Arkansas, which consisted of 11 members appointed by the Governor, President Pro Tempore of the Senate, and Speaker of the House.

Repeals Arkansas Code § 8-4-233, abolishing the Nutrient Water Quality Trading Advisory Panel, which consisted of 9 members representing agricultural, forestry, municipal wastewater, drinking water, industrial, and environmental interests.

Repeals Arkansas Code Title 10, Chapter 3, Subchapter 22, abolishing the Academic Facilities Oversight Committee, a 15-member legislative committee that oversaw public school academic facilities compliance with state constitutional requirements.

Removes references to the abolished entities from other state codes, including provisions related to teacher recruitment (§ 6-17-310), public school facilities oversight (§ 6-21-112 and § 6-21-114), and the academic facilities distress program (§ 6-21-811).

Repeals the provision in Arkansas Code § 25-43-602(a)(6) that transferred the Nutrient Water Quality Trading Advisory Panel to the Department of Energy and Environment.
