Requires all newspaper advertisements using an elected official's image funded by federal, state, or county taxpayer funds to clearly display "Paid advertisement"/"paid ad" or "Paid for by"/"Sponsored by"/"Furnished by" followed by the name of the entity that paid for the ad.

Requires all radio, television, and electronic media advertisements using an elected official's image or voice funded by federal, state, or county taxpayer funds to include the same disclaimer language as newspaper advertisements.

Makes both the person submitting/placing the advertisement and the elected official whose image or voice is used jointly responsible for including the required disclaimer.

Exempts election-related communications subject to existing restrictions under Arkansas Code § 7-1-103 and political advertisements paid for by candidates using their own campaign funds rather than state funds.

Allows any citizen to file a complaint with the Arkansas Ethics Commission against an elected official who violates the requirements.
