Creates the ARSafeSchools Fund under Arkansas Code 19-5-1269 to be administered by the University of Arkansas for Medical Sciences Psychiatric Research Institute for the ARSafeSchools school safety and crisis line.

Fund consists of private grants and other designated sources, with carryover of unused balances to the next fiscal year.

Requires the University of Arkansas for Medical Sciences Psychiatric Research Institute to submit annual reports by January 1 and July 1 detailing fund balance, administrative costs, total revenue, and implementation progress of the ARSafeSchools crisis line.

Amends Arkansas Code 19-5-401 and 19-5-402 to establish revenue allocations for fiscal year 2021-2022 and thereafter totaling $5,658,536,953 in Allocation A, with subsequent allocations B, C, and D distributing remaining general revenues to state funds and accounts.

Declares an emergency effective July 1, 2021 to ensure fiscal law changes take effect at the beginning of the fiscal year.
