Amends Arkansas Code § 17-80-402(4)(E) to allow professional relationships established under Arkansas State Medical Board rules to be utilized for telehealth certification purposes.

Clarifies that "telemedicine" includes store-and-forward technology and remote patient monitoring, but excludes audio-only physician communications for renewing previously issued written certifications.

Adds a new definition of "telehealth certification" as the electronic assessment of a patient by a practitioner in connection with applications for medical marijuana registry identification cards under Arkansas Constitution Amendment 98.

Expands telemedicine capabilities to support the medical marijuana program by allowing practitioners to conduct electronic assessments for marijuana certification applications.
