Establishes the "Transfer of Electric Utility Services by a Consumer Act" to allow landowners to transfer their electric utility service to an adjoining utility provider if the original provider cannot deliver needed services.

Requires landowners seeking service transfer to file a statement with their current utility provider; the original provider has 30 days to commit in writing to provide the requested services within 90 days or the landowner may request detachment.

Permits service area transfer only if the landowner's property is within 5,000 feet of another utility provider's territory, that provider offers services unavailable from the original provider, and the Arkansas Public Service Commission approves the request.

Prohibits transfers that would split a utility provider's service area in half or create an island of the original provider within another provider's boundaries; any such transfer is void and properties revert to the original provider.

Grants the Arkansas Public Service Commission exclusive jurisdiction over all matters related to transfers, requires filing of all related documents with the commission, and mandates the commission promulgate rules to implement the law.
