Redefines Arkansas's four congressional districts by reallocating counties and voting precincts among districts 1-4.

Changes the reference date for voting precincts in Pulaski County from January 1, 2011 to January 1, 2021 in the First, Second, and Fourth Congressional Districts.

Removes several counties from the Third Congressional District (Boone, Carroll, Pope, Marion) and adds Crawford and Sebastian Counties.

Reallocates specific voting precincts of Pulaski County to different congressional districts, replacing named voting districts with numbered precincts (026, 027, 028, 029, 030, 032, 033, 034, 035, 036, 037, 038, 044, 045, 046, 047, 126, 127, 132).

Removes Franklin and Madison Counties from the Fourth Congressional District while removing several other counties (Boone, Carroll, Pope, Marion) to redistribute representation among all four districts.
