Amends Arkansas Code §§ 7-2-102 through 7-2-105 to reestablish the boundaries of Arkansas's four congressional districts based on 2020 decennial census data.

First Congressional District comprises 32 counties (Arkansas, Baxter, Chicot, Clay, Cleburne, Conway, Craighead, Crittenden, Cross, Desha, Faulkner, Fulton, Greene, Independence, Izard, Jackson, Lawrence, Lonoke, Mississippi, Poinsett, Prairie, Randolph, Searcy, Sharp, Stone, Van Buren, White, Woodruff, and others) plus specified voting districts in Jefferson and Searcy counties.

Second Congressional District includes Arkansas, Ashley, Bradley, Calhoun, Chicot, Cleveland, Crittenden, Dallas, Desha, Drew, Jefferson, Lee, Lincoln, Monroe, Ouachita, Phillips, Pulaski, St. Francis, and Union counties.

Third Congressional District contains Baxter, Benton, Boone, Carroll, Crawford, Franklin, Madison, Marion, Newton, and Washington counties, plus specified voting districts in Crawford, Newton, Searcy, and Sebastian counties.

Fourth Congressional District comprises Ashley, Bradley, Calhoun, Clark, Cleveland, Columbia, Dallas, Drew, Franklin, Garland, Grant, Hempstead, Hot Spring, Howard, Johnson, Lafayette, Little River, Logan, Madison, Miller, Montgomery, Nevada, Perry, Pike, Polk, Pope, Saline, Scott, Sebastian, Sevier, and Yell counties, plus specified voting districts in Crawford, Jefferson, Newton, and Sebastian counties.
