Amends the definition of "government entity" under the Telecommunications Regulatory Reform Act of 2013 to explicitly include consolidated utility districts.

Allows government entities to purchase voice, data, broadband, video, or wireless telecommunications services directly or indirectly from private providers through contracts administered by the Division of Information Systems.

Permits government entities to acquire, construct, own, and operate facilities for voice services, data services, broadband services, video services, or wireless telecommunications services, with requirements for partnerships with experienced operators and public hearings when bonds or indebtedness are issued.

Exempts telecommunications services used for 911/E911 emergency services and services provided by medical institutions or higher education entities to students, faculty, staff, or patients from restrictions on government provision of telecommunications.

Declares an emergency, establishing that access to telecommunications services is necessary for citizens to access healthcare, education, and other essential services, with the act becoming effective upon gubernatorial approval, expiration of veto period, or veto override.
