Redefines Arkansas's four U.S. Congressional Districts by amending Arkansas Code §§ 7-2-102 through 7-2-105, updating district boundaries and voting precinct assignments effective January 1, 2021.

Changes the First Congressional District to include specific voting precincts of Pulaski County (numbered 047, P15, 25, 57, P91, P851, P862, 054, and 055) instead of Jefferson County voting districts.

Modifies the Fourth Congressional District to include voting precincts of Pulaski County (numbered 103-135) instead of Crawford County voting districts, and updates Sebastian County precinct designations.

Declares an emergency due to delayed federal census data delivery, stating that timely establishment of Congressional Districts is necessary for equal representation and to allow adequate time for candidate filing and fair elections.

Became effective October 13, 2021, without the Governor's signature.
