Amends Arkansas Constitution Amendments 91 and 101 to replace the term "four-lane" with "multilane" throughout, allowing highway bond proceeds to fund multilane highway improvements beyond four-lane roadways.

Changes the definition of "four-lane multilane highway improvements" to include construction and improvements to multilane roadways, bridges, tunnels, engineering, rights-of-way, and related capital improvements.

Authorizes the State Highway Commission to issue up to $1.3 billion in general obligation bonds for accelerating, funding new multilane highway improvements, providing federal matching funds, and paying issuance costs.

Allows tax revenues collected under Amendment 91 to be used for multilane highway improvements regardless of when the taxes were collected, expanding the flexibility of fund usage.

Declares an emergency citing the state's critical highway system needs and the restrictive interpretation of Amendment 91 in prior court decisions, making the act effective upon Governor approval.
