Adds excursion train permit as a new type of alcoholic beverage permit under Arkansas Code § 3-4-601(a).

Allows excursion train operators to apply to the Director of the Alcoholic Beverage Control Division to sell and serve alcoholic beverages (spirituous liquor, vinous liquor, small farm wine, light wine, malt liquor, and hard cider) on trains operating over fixed routes with scheduled dates and times.

Permits holders to sell and serve alcoholic beverages to ticketed passengers and chartered event attendees of legal age during legal operating hours, and to store beverages on the train or at a separate facility.

Requires an annual permit fee of $200 and mandates that a copy of the permit be posted in each train where alcoholic beverages are sold.

Restricts sales to territories that have authorized the sale of alcoholic beverages, with the Alcoholic Beverage Control Division adopting implementation rules by January 1, 2022.
