Renames the "Division of Education Renewal Zones" to the "Office of Education Renewal Zones" and places it under the Division of Elementary and Secondary Education rather than the State Board of Education.

Modifies the purpose and composition of education renewal zones to include evidence-based practices, active parent involvement, and coordination among higher education institutions, education service cooperatives, and public schools.

Clarifies that schools identified as needing specialized support services under the Every Student Succeeds Act shall participate in an education renewal zone if requested by the Division of Elementary and Secondary Education, contingent on available funding.

Requires each education renewal zone's strategic plan to include professional development for teachers, curriculum enhancement through distance learning technology, teacher recruitment and retention strategies, and data collection systems for evaluating progress.

Requires annual reports to the Governor, General Assembly, and State Board of Education on education renewal zone progress and establishes a public website for disseminating zone plans, strategies, and results.
