Repeals Arkansas Code § 17-1-106 and establishes a new Chapter 4 in Title 17 creating the "Arkansas Occupational Licensing of Uniformed Service Members, Veterans, and Spouses Act of 2021"

Requires occupational licensing entities to grant automatic occupational licensure to uniformed service members stationed in Arkansas, uniformed service veterans, and their spouses who hold valid licenses in good standing from other states with similar scope of practice

Allows occupational licensing entities to submit proposed rules for expedited licensure processes (including temporary or provisional licenses for 90+ days) instead of automatic licensure, subject to Legislative Council approval

Mandates acceptance of uniformed service education, training, and credentials toward occupational licensure requirements for service members and veterans applying within one year of discharge

Extends occupational license expiration dates and provides continuing education exemptions for deployed uniformed service members and their spouses for 180 days following return from deployment
