Amends Arkansas Code § 23-17-122 to expand the definition of "municipal telecommunications service provider" to include providers managed by nonprofit corporations and consolidated utility districts, in addition to municipality-owned providers.

Requires all telecommunications service providers and municipal telecommunications service providers to file annual documentation with the Arkansas Public Service Commission or their municipality (beginning July 1, 2019) demonstrating implementation of current technologies to identify and block illegal telecommunications and spoofing.

Grants the Arkansas Public Service Commission exclusive jurisdiction over complaints regarding provider compliance, while municipal governing bodies have exclusive jurisdiction over complaints regarding municipal telecommunications service providers.

Requires the commission to promulgate rules for provider compliance by July 1, 2020, and municipal governing bodies to promulgate and publish rules for municipal telecommunications service providers.

Declares an emergency due to growing illegal robocalls and spoofing threatening public safety, making the act effective immediately upon gubernatorial approval, expiration of veto period, or veto override.
