Amends Arkansas Code § 17-86-303(a)(2) to clarify massage therapist licensure qualifications by requiring applicants to swear they have not been convicted of felonies listed under § 17-3-102 or prostitution offenses in Arkansas or another state.

Amends Arkansas Code § 17-86-311(a)(1) to establish that conviction of a felony listed under § 17-3-102 or the offense of prostitution in any state is grounds for disciplinary action against massage therapists.

Changes language from "the United States" to "another state" to clarify that convictions in any U.S. state trigger licensing denial, suspension, or revocation.

Applies the same criminal offense standards to both initial licensure denial and disciplinary actions against current licensees.
