Reserves 20 scholarships for students in foster care during initial lottery selections, with remaining scholarships available to students with disabilities if fewer than 20 foster care students apply.

Clarifies that "tuition and fees" includes expenses for enrollment, supplies, equipment, technology access, and services but excludes optional third-party expenses.
