Establishes a maximum of 3 regular employees for the Office of the Lieutenant Governor for fiscal year 2021-2022: Chief of Staff/Legal Counsel ($95,000), Communications/Policy Director ($70,000), and Executive Assistant/Scheduler ($40,000).

Appropriates $343,438 total from the State Central Services Fund for the Lieutenant Governor's Office, including $205,000 for regular salaries, $69,439 for personal services matching, $52,304 for operating expenses, and $16,695 for conferences and travel.

Authorizes the Office of Lieutenant Governor to transfer appropriations between line items within the operations budget after receiving approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee.

Requires all disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws.

Declares an emergency clause making the Act effective July 1, 2021 to ensure continuous operation of the Lieutenant Governor's Office.
