Establishes maximum of 60 regular employees for the Office of the Governor for fiscal year 2021-2022, including positions ranging from Executive Secretary to Administrative Assistants at salary grades SE01 through GS06.

Authorizes up to 7 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,916,415 from the State Central Services Fund for personal services and operating expenses, including $4,159,629 for regular salaries, $1,272,091 for personal services matching, and $476,906 for maintenance and general operations.

Appropriates $500,000 from the Miscellaneous Revolving Fund for the Governor's Emergency Proclamation under Arkansas Code 19-2-404 for fiscal year 2021-2022.

Authorizes the Governor's Office to transfer appropriations between line items with approval from the Chief Fiscal Officer and legislative review, and permits exceeding maximum salary levels by up to 20% for no more than one-third of authorized positions.
