Amends joint rules of the Arkansas General Assembly to establish procedural requirements for creating or amending lottery-funded scholarships under Section 25.

Bills creating new scholarships funded by state lottery net proceeds or the Higher Education Grants Fund Account must be introduced within the first 31 calendar days of a regular session, with extension for recesses exceeding 3 consecutive days.

Bills creating or amending lottery-funded scholarships require a three-fourths vote of full membership in each chamber to be introduced after day 31 of a regular session, and a two-thirds vote for special or fiscal sessions.

All lottery-funded scholarship bills must include a lottery fiscal impact statement substantially conforming to Act 636 of 2021, and cannot take effect until at least one year after enactment.

Joint House and Senate Education Committees must meet jointly to review bills, approve referrals only if fiscal impact is positive or additional General Revenue Fund Account funding is provided, and amend impact statements each time a bill is recommended to either chamber.
