Terminates the public health and disaster emergency declaration for Arkansas under Executive Order 20-37 and Executive Order 21-03, which had been renewed multiple times since March 11, 2020.

Ends eight related executive orders issued in response to the COVID-19 emergency, including orders on telehealth, suspension of agency rules, remote notarization, remote shareholder meetings, healthcare access, workers' compensation protections, business liability protections, and face covering directives.

Authorizes the General Assembly to terminate the disaster emergency pursuant to Arkansas Code § 12-75-107(c)(1), which grants the legislature concurrent resolution authority to end disaster declarations at any time.

Applies to Executive Order 20-37 (issued June 18, 2020) and Executive Order 21-03 (issued February 26, 2021), which had extended the emergency declaration until March 31, 2021.
