Amends Arkansas Constitution Article 14, § 1 to replace existing language on free public schools with a new provision granting the General Assembly authority to establish, maintain, and support free public schools by law, subject to conditions and limitations the General Assembly may prescribe.

Deletes previous constitutional language about intelligence and virtue being safeguards of liberty and removes specific language authorizing public funds for education of persons over 21 and under 6 years of age.

Requires submission of the amendment to Arkansas voters at the next general election for Representatives and Senators, with adoption by majority vote needed for passage.

Amendment becomes effective January 1, 2023.

Ballot title and popular name for voter consideration: "A Constitutional Amendment Providing that the General Assembly Shall Provide By Law for the Establishment, Maintenance, and Support of Free Public Schools Subject To Such Conditions and Limitations as the General Assembly May Prescribe".
