Adopts temporary emergency rules for Senate committee procedures during the 2021 Regular Session to maintain government operations while protecting health and safety during the COVID-19 pandemic.

Rules remain in effect until the COVID-19 public health emergency is terminated or expires; the Senate may vote by majority to extend specific provisions through the end of the 2021 session.

Requires health and safety measures including assigned seating, mandatory face masks (with limited exceptions), 6-foot physical distancing, temperature checks with armbands, and Senate staff enforcement in all committee rooms and public comment areas.

Establishes committee agenda procedures with referred items lists, regular agendas, consent agendas, and deferred bills; committee chairs must receive 18 hours' notice before considering bills, though this requirement may be suspended by a two-thirds vote.

Allows remote participation for committee members unable to attend due to COVID-19 risk factors or quarantine, and permits state agency representatives to testify remotely if unable to attend; restricts committee social activities and dinners for the 2021 session.
