Authorizes Senator Rapert to pursue consideration of SJR 14 as a third proposed constitutional amendment for referral to state electors for approval or rejection.

Requires identical resolutions authorizing consideration of a third proposed constitutional amendment to be approved by an affirmative vote of two-thirds (2/3) of members elected to each house per Section 19(C) of the Joint Rules of the 93rd General Assembly.

Authorizes Representative Gazaway to pursue consideration of SJR 14 in the House of Representatives if the joint resolution comes before that chamber for consideration as a third proposed constitutional amendment.
