Urges the State of Arkansas, state agencies, political subdivisions, publicly funded agencies, public schools, charter schools, and their employees to protect child welfare according to principles outlined in the resolution.

Calls for all public school sexual education programs to be opt-in and voluntarily chosen by parents, with a general opt-out available for other sensitive topics.

Requires parents to have the right to review all curricula, reading materials, teacher's guides, and computer programs or applications used in schools.

Asserts that gender reassignment medical treatments including puberty blockers, cross-sex hormones, and sterilizing surgeries should not be permitted for minors, and that children deserve affirmation in their genetically determined sex.

Directs that a copy of the resolution be transmitted to the administrative head of each state agency and cabinet-level department secretary to be shared with all employees under their leadership.
