Creates the "Arkansas Safe Schools Act" establishing protocols for public school boards and open enrollment charter schools during public health disaster emergencies involving infectious diseases.

Requires schools to implement mandatory safety measures for children under 12, including social distancing when practicable, hand sanitizer access, increased cleaning/sanitizing routines, and quarantine procedures consistent with Department of Health recommendations.

Allows schools to optionally implement temperature checks at the start of the school day and voluntary masking protocols that include education on proper face covering use and supplies of masks or face shields.

Declares an emergency based on the July 29, 2021 gubernatorial declaration of a statewide public health disaster emergency related to COVID-19 and the Delta Variant, citing rising infections and hospitalizations.

Takes effect upon gubernatorial approval, expiration of the Governor's veto period without action, or override of a gubernatorial veto by the legislature.
