Authorizes state-owned, county-owned, city-owned, and municipality-owned or operated childcare facilities to implement requirements for face masks, face shields, or other face coverings to reduce spread of infectious diseases.

Face covering requirements apply only in childcare facility buildings, buses, or other congregate settings where children under 12 years of age may be present.

Clarifies that Section 20-7-144 does not prohibit publicly owned or operated childcare facilities from implementing face covering requirements under this act.

Declares an emergency based on COVID-19 threat to children under 12, the Delta variant's increased contagiousness, and lack of vaccine eligibility for young children at the time of passage.

Takes effect immediately upon Governor approval, expiration of veto period without action, or veto override by the legislature.
