Repeals Arkansas Code § 4-86-111, which had prohibited pharmaceutical manufacturers from providing discounts on insulin products with limited exceptions.

Eliminates restrictions on manufacturer discounts including coupon cards, price concessions, rebates, manufacturer administrative fees, inflation payments, and care management fees for insulin products.

Declares an emergency based on findings that the previous restrictions negatively affected the state's economic health and increased costs on health benefit plans.

Takes effect immediately upon gubernatorial approval, passage without gubernatorial action within the veto period, or veto override by the legislature.
