Creates the Arkansas Human Heartbeat and Human Life Civil Justice Act establishing civil liability for performing, aiding, or abetting abortions except to save a pregnant woman's life in a medical emergency.

Allows private citizens to sue anyone who performs an abortion in violation of the law or knowingly aids or abets an abortion, with statutory damages of at least $10,000 per abortion plus injunctive relief, nominal damages, compensatory damages, and attorney's fees.

Exempts the pregnant woman from criminal charges and civil liability, and provides affirmative defenses for accidental injury during medical treatment and certain conduct under federal law.

Prohibits state and government enforcement, allowing only private civil actions, and establishes that federal preemption and intergovernmental immunity doctrines do not apply to federally-mandated abortions.

Declares an emergency effective upon Governor approval, citing increased out-of-state abortions and previous enjoined legislation, and preserves all existing Arkansas abortion restrictions as supplemental law.
