Appropriates $3,000,000,000 in federal funds from the American Rescue Plan Act of 2021 to the Department of Finance and Administration - Disbursing Officer for distribution to state agencies, constitutional offices, institutions, cities, and counties.

Supplements and adds to funds previously appropriated in Section 38 of Act 997 of 2021 for expenses related to the American Rescue Plan Act of 2021.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws of Arkansas.

Establishes that disbursed funds must be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget manuals and official legislative records.

Declares an emergency to allow the Act to take effect immediately upon passage and approval on December 9, 2021, rather than waiting for the normal veto period.
